What is the Primary PE and Sports Premium?

The Primary PE and Sports Premium is government funding provided to help primary schools improve the quality and breadth of PE, sport, and physical activity offered to pupils. It supports schools in developing sustainable improvements that benefit current and future pupils.

Government Vision

The Department for Education’s vision is:

"All pupils leaving primary school physically literate and with the knowledge, skills and motivation necessary to equip them for a healthy, active lifestyle and lifelong participation in physical activity and sport."

Purpose of the Funding

Schools must use the PE and sport premium to:

  • Build capacity and capability within the school to ensure sustainable improvements.
  • Develop or add to the PE, sport, and physical activity that the school provides.

Key Indicators for Improvement

Spending should demonstrate impact across one or more of the following five key areas:

  1. Increased engagement of all pupils in regular physical activity.
  2. Raised profile of PE and sport across the school as a tool for whole school improvement.
  3. Improved confidence, knowledge and skills of all staff in teaching PE and sport.
  4. Broader experience of a range of sports and physical activities offered to all pupils.
  5. Increased participation in competitive sport.

Effective Use of Funding

Examples of effective use include:

  • Staff CPD (professional development, mentoring, training).
  • Embedding physical activity into the school day (e.g. active travel, active breaks).
  • Targeted support for less active pupils.
  • Equal access to a wide range of sports and activities.
  • Extra-curricular and competitive opportunities.
  • Top-up swimming lessons and water safety instruction for pupils not meeting national curriculum requirements.

Restrictions on Use

The funding must not be used for:

  • Core curriculum PE provision.
  • Staff salaries or PPA cover.
  • Capital expenditure (e.g. playground equipment, vehicles).
  • Services or goods for future academic years.
  • Staff PE kit.
  • Transport for curriculum PE activities.

Funding Allocation

For the academic year 2025–2026, schools receive:

  • £16,000 plus £10 per pupil (Years 1–6), if they have 17 or more eligible pupils.
  • £1,000 per pupil if they have 16 or fewer eligible pupils.

Reporting Requirements

Schools must:

  • Publish a detailed report on their website by 31 July 2026, including:

    • Total funding received.
    • Full breakdown of spending.
    • Impact on pupil participation and attainment.
    • Plans for sustaining improvements.
    • Percentage of Year 6 pupils meeting national swimming and water safety requirements.
  • Complete the digital expenditure reporting return provided by the DfE.

Swimming and Water Safety

Schools must report the percentage of Year 6 pupils who:

  • Swim competently over 25 metres.
  • Use a range of strokes effectively.
  • Perform safe self-rescue in water-based situations.
